Thus, the passage of the Mental Health Systems Act. This is the legislation that would ultimately lead to tens of thousands of mentally unstable people swelling the ranks of the homeless and prisons. It would also, indirectly, lead to one of Reagan's more famous gaffes when he spoke of many of the homeless being people who were "poor by choice." But, there is no doubt that making it very difficult to keep someone institutionalized without their consent had an effect on society.
