Managers were lying. They are always given warning. Who do you think picks the folks to be fired?

I was a senior manager once at a place that was laying off. I had no advance knowledge of who was being laid off, and was actually called into my boss's office at 8:00AM and told that I would have to go lay off 2 employees that day. So I guess my point is, someone in "management" obviously knew who was getting cut, but people with the title "manager" didn't necessarily know.
