Well i would say because the initial tip already established the possession arrow, and once that is established it is an alternating possession. This way, a team with Shaq doesn't have an unfair advantage over Popcorn Tech with an extra possession of the ball, other than the advantage for the initial tip off.

There used to be second half tip off and their was a jump ball for tie ups in college. A long, long time ago there was a jump ball after every made basket.

It was late 80's or early 90's when the possession arrow was first used for HS and college and a jump ball only took place at the beginning of the game.
I think you would have to lose the toss, the other team defers, then you chose to kickoff in order to kickoff at the beginning of both halves, ****uming the other team chooses to receive in the 2nd half.
